Moves a draft or planned meeting to CANCELLED. Everyone who already holds it in a calendar receives a cancellation; a draft was never announced, so cancelling it sends nothing. Polls still open close with it.

Scope meetings:write. Organizers, co-organizers and Space admins (for meetings that are not private). Recorded in the audit log.
