Plan meeting
Announce a draft meeting: it becomes planned and every participant receives the calendar invitation.

Moves a draft to
PLANNED. The invitations go out shortly after. In a series, planning one
occurrence also plans the later drafts of that series, so calendars never show dates that Collabase
still calls drafts.
