Creates a draft. It takes votes once it is opened. See List polls for the poll types and how anonymity works. A meeting holds up to 50 polls.

Scope meetings:write. Organizers and co-organizers, and participants too when the meeting lets them record outcomes. The meeting must not be closed or cancelled.
